ROAD TRANSPORT AND SAFETY AGENCY

RTSA PROFILE 

With the liberalization of the economy aimed at increasing private sector participation, a new transport policy was adopted in 2002, which gave the birth to the Road Transport and Safety Agency (RTSA) through an Act of Parliament in 2002.  

Earlier to this, the National Road Safety Council (NRSC) and Road Traffic Commission (RTC), as predecessors to the RTSA were abolished following the repeal of Cap 464 as contained in Section 79 of the Public Roads Act No. 12 of 2002 and Section 234 of the Road Traffic Act No. 11 of 2002 respectively. The said Cap 464 and all its provisions were therefore completely repealed and no longer in force upon commencement of these two afore-mentioned Acts.

The RTSA assumed all the functions of the former NRSC and RTC and is a body corporate responsible for implementation of policy on road transport and traffic management, road safety and enforcement of road transport and safety laws in Zambia. 

The Road Transport and Safety Agency (RTSA) became fully operational in 2006 with a mandate to promote road safety through education, regulation and law enforcement.

THE MAIN FUNCTIONS OF THE AGENCY

  1. To effectively implement policy on transport, traffic management and road safety.
  2. To effectively and efficiently register motor vehicles and trailers in accordance with the road traffic act.
  3. To timely issue licenses and permits in accordance with the road traffic act.
  4. To implement international protocols and treaties on road transport efficiently.
  5. To pay out such percentages of money into the road fund from revenues collected in a transparent and accountable manner.
  6. To conduct effective road safety education. vii)                 To coordinate road safety programs effectively.
  7. To approve and monitor the effectiveness of road safety programs undertaken by anybody, person or institution. ix) To effectively formulate and conduct programs to promote road safety in conjunction with stakeholders.
  8. To make contributions towards the cost of programs for promoting road safety undertaken by other authorities or bodies.
