Through initiatives like the Fleet Safety Management Program which emphasizes on vehicle inspections, driver training, and monitoring. RTSA is helping ensure safer, more reliable transport across the region.
29th April 2026 - RTSA Launches State-of-the-Art Patrol Fleet and Dispatch Centre to Boost Road Safety Enforcement The Road Transport and Safety Agency (RTSA) has taken a major step forward in strengthening road safety with the launch of state-of-the-art highway patrol vehicles and a modern Dispatch Centre, marking a significant milestone in enhancing the country’s capacity to monitor traffic, respond swiftly to incidents, and enforce road regulations more effectively across the nation. Speaking at the launch, Minister of Transport and Logistics Hon. Museba F. Tayali emphasized that investing in digital road safety enforcement is not merely an operational cost, but a strategic investment in protecting human capital and safeguarding national revenue. By leveraging technology and modern enforcement systems, the initiative is expected to reduce road traffic accidents, preserve lives, and ensure that citizens continue contributing productively to national development. Providing insight into the scope of the investment, RTSA Board Chairperson Mr. Richard Chizyuka explained that the fleet of 25 vehicles comprises 13 high-rise 4x4 Ford Rangers, eight high-rise Toyota Hilux vehicles, and four medium SUVs. Of these, 21 will be deployed on highways, while the four medium SUVs—equipped with intelligent monitoring systems, digital surveillance, and automated compliance mechanisms—will enhance oversight and ensure road safety is maintained at all times. He added that the fleet was procured at a total cost of Thirty-Four Million, Three Hundred and Thirty Thousand Kwacha (ZMW 34,330,000), underscoring Government’s commitment to modernizing enforcement. Echoing this, the RTSA Director and Chief Executive Officer Eng. Amon Mweemba noted that the launch comes at a critical time, given the escalating road traffic accident statistics. He stated that the vehicles will be strategically deployed to identified road traffic crash red zone areas to strengthen RTSA’s presence and responsiveness on major highways. He further emphasized that the patrol units will operate 24/7 - especially following the revocation of the night travel ban under Statutory Instrument No. 76 of 2016, to ensure continuous enforcement and safer roads. With the transition to a 24-hour open economy, the new fleet and Dispatch Centre are expected to significantly improve coordination, efficiency, and transparency in enforcement operations. Ultimately, the initiative reflects a broader commitment to building a safer, more disciplined, and more productive society.
