10th September 2024 - Namibian National Road Safety Council Visits Zambia for Benchmarking Exercise The Namibian National Road Safety Council has begun a benchmarking visit at the Road Transport and Safety Agency (RTSA) in Zambia. The visit, which started yesterday at the RTSA, was followed by a ministerial courtesy call at the Ministry of Transport and Logistics this afternoon. Speaking on behalf of the Minister of Transport and Logistics, Permanent Secretary Eng. Fredrick Mwalusaka highlighted the significant strides made by the Zambian government through the RTSA in improving road safety. He emphasized that the introduction of Global Positioning Systems (GPS) on public service vehicles has led to a significant reduction in road traffic crashes involving public service vehicles. Additionally, the government has focused on road safety education and enforcement activities targeting all road users, particularly vulnerable road users such as pedestrians and cyclists. Eng. Mwalusaka also noted the implementation of smart enforcement systems, allowing traffic officers to issue bookings without the need to stop vehicles. He further mentioned the recent signing of a Statutory Instrument for Driver Demerit Points, with the RTSA tasked with conducting a six-month public sensitisation to prepare drivers for the new system. The government is also committed to enhancing regional integration by aligning Zambia’s driving licenses with regional standards under the Tripartite Transport and Transit Facilitation Programme, facilitating smoother cross-border movement for drivers and transport operators. The head of the Namibian delegation, Board Chairperson Mr. Eliphas! Owos-Oap, expressed admiration for Zambia’s advancements in road safety. He highlighted the delegation’s interest in learning more about RTSA’s collaboration with key stakeholders, such as the Zambia Police Service and other government agencies. Additionally, Mr. Owos-Oap expressed a keen interest in the RTSA’s innovations, particularly the digitization of services, which has made it easier for clients to access the RTSA services online. The benchmarking visit is expected to foster stronger collaboration between Namibia and Zambia, allowing both countries to share insights and best practices to enhance road safety and improve transport systems across the region
